A Statement Regarding Google's Restrictions on Our App

We are aware that Google has recently flagged our website and app through its Safe Browsing and Play Protect services. We want to address this directly and transparently.

Who We Are

TelQ Telecom GmbH is a telecom quality assurance company headquartered in Hamburg, Germany. We have been in operation since 2016 and are fully regulated under European GDPR standards. Our platform is the largest independent SMS testing service in the industry, having delivered over 100 million test results to telecom customers worldwide — including mobile network operators, SMS aggregators, and enterprise clients.

Money SMS is the backbone of this service. It allows everyday smartphone users to participate in our testing network by receiving test SMS messages sent by our telecom clients. Users are compensated for their participation. This is a legitimate, well-established business model that helps ensure SMS delivery quality across the global telecom ecosystem.

What Is Happening

Google is currently restricting apps that are distributed outside of the Google Play Store. Our app has been affected by these measures at multiple levels: Play Protect warnings on user devices, and a Safe Browsing flag on our website.

The core issue is that Google’s Play Store policies restrict SMS-related permissions to apps that serve as the device’s default SMS handler. Because our app’s fundamental purpose is to receive and process incoming SMS — specifically telecom test messages — it does not fit within this narrow policy category, despite serving a legitimate B2B purpose. Google has declined our applications to distribute through the Play Store on this basis.

Your Data Is Safe

We want to be unequivocal on this point: we do not sell, share, or use any personal data or personal messages belonging to our users. Our app processes only SMS test messages sent by our telecom customers for quality assurance purposes. We operate under strict European data protection regulations (GDPR) and take user privacy seriously.

What We Are Doing

We are actively working to resolve this situation:

  • We are in communication with Google to clarify the legitimate nature of our service and seek appropriate exceptions to their policies.
  • We are pursuing distribution through alternative app stores to provide users with trusted installation sources.
  • We are implementing additional technical safeguards to further strengthen user privacy protections.
  • We continue to operate our service without interruption.

Our Position

We respect Google’s efforts to protect users from genuinely harmful applications. However, we believe that a blanket restriction on all sideloaded apps — without consideration for legitimate, GDPR-compliant business use cases — is overly broad. Our service has operated transparently for nearly a decade, serves a critical function in global telecom infrastructure, and has the trust of hundreds of thousands of users worldwide.
